   CALIFORNIA VEHICLE CODE    

   :: SECTION 31510

 

31510.  The following provisions are applicable to the securing of
iron, steel, aluminum and other metals and metal products including,
but not limited to, sheets, rods, beams and pipe for transportation
over public highways:
   (a) The department shall adopt and enforce regulations necessary
to provide for the proper loading and securing of the various classes
of metal products as may be necessary to insure the safe
transportation of such products on the public highways.
   (b) In prescribing regulations the department shall consider, and
may provide for, the following factors:
   1. The conditions of travel, including, but not limited to, the
speed at which the transporting vehicle operates and the condition of
the road;
   2. The weight of the load being transported; and
   3. The relationship of the size and weight of the load to the
weight, size, and condition of the transporting vehicle.
   (c) The department, upon application, may issue special permits to
transport metal products of a type, size or weight not normally
carried upon a public highway or to meet other unusual transportation
needs.  The permit may authorize the transportation of specified
metal products without regard to regulations otherwise applicable and
shall specify protective restrictions considered necessary by the
department for the particular load for which the permit is issued.
The permit may be issued for a single trip or for the transportation
of the specified metal products for a period of time of not to exceed
one year.
   Issuance of a permit pursuant to this section shall not relieve an
operator from carrying the permit provided for by Section 35780 of
this code.
   (d) No person shall transport or cause to be transported any metal
products in violation of the provisions of this section or the
regulations promulgated hereunder.
