31530.  (a) The department shall adopt and enforce regulations
relating to the safe loading, securement, and transportation of loads
consisting of in excess of 100 empty wooden boxes not exceeding any
of the following dimensions:  36 inches in length, 24 inches in width
and 12 inches in height.
   (b) It is unlawful to fail to comply with any provision of the
regulations adopted by the department.
